Create a new document with a black background approximately
800px x 800px then create a new blank layer (don't bother giving it a
title as it will be merged very soon).

Select the elipse marquee

Select an area on the new layer using the elipse marquee tool

Next, select the gradient tool

Step 05
Choose the spectrum gradient

Select the radial gradient

Step 07
Apply it to the selected area, moving from the center to the outside
edge to obtain a uniform pattern

Step 08
Deselect the area
Merge the layers (Ctrl + E)

Step 09
Choose Filter > Stylize > Extrude

Step 10
Choose your extrude settings, remembering to select 'Pyramids'

Set the depth so the spikes will fall within the working area and choose
a size of spike - the smaller the number, the thinner the spike.
Once applied, you will have a picture something like this

Duplicate the layer and keep it for copying later
